It is messed up as fuck, but I think it's interesting as well. I'm pretty sure the video was made during the 30-40's but it'd be stupid to think experiments like that still don't happen (the first article shows it's still going on). At least now hopefully it's less frequent.
Mice are good for a lot of things, but larger mammals are better comparisons to humans, to understand how the organs and body function and react to things. And most animal rights groups shit bricks when apes are used, so a few stray dogs from the pound that are gonna be euthanized anyways are the next choice.
As for the not barking, you need lungs for that.
